my cat is licensed for January 1

The fees raised through licensing cats are supposed to go towards spaying and neutering the feral cat population of Calgary, but I think administrative costs for the whole licensing system will eat up all the revenues so then what is the point? My cat doesn't go outside and there is already a by-law that forbids cats to be at large outdoors. They can't exactly fine feral cats for being at large.
I am all for pet population control so I cooperated by registering the cat. Let's hope the program works.
